Project Monitoring

The Project Monitoring Unit (PMU) was set up in early 2009 to monitor projects emanating from contracts in which Government is a contracting party. Most of these projects relate to major development contracts on the island and privatisation agreements.

The scope of activities of the PMU is:

• To ensure that all the obligations emanating from the contracts are undertaken as per relative contract details and within the prescribed timeframes;

• To facilitate and assist all parties in meeting their contractual obligations;

• To ensure that Government (and any key stakeholder within Government) is in no material breach or its contractual obligations and that it takes full advantage of the rights emanating from the contracts. In this respect proper coordination among all relevant Government stakeholders is critical;

• To inform stakeholders of any material breach of the contract and any issues emanating from the contract, take appropriate action thereon and follow up such issues;

• To inform an advise Government of any requests for changes to the contractual obligations in the context of a broad perspective of the respective contract and the rights and obligations emanating there from;

In exercising its monitoring role, the Unit will adopt a proactive role in terms of periodic demands for relevant information from the contracting parties, as well as a reactive role in terms of providing one central reference point representing Government interests.
